DEPARTMENT OF FORENSIC MEDICINE &TOXICOLOGY GOVT MEDICAL COLLEGE SRINAGAR.
Forensic Medicine connotes a medical discipline which applies the knowledge of medical and paramedical science , for dispensation of justice or inshort deals with the application of medical knowledge in the administration of law Justice . MEDICAL JURISPRUDENCE is the legal aspects of thepractice of medicine.It deals with legal duties, rights and previleges of medical practitioners, who must have aproper knowledge of laws so as not to come in conflict with the laws of the land during medical practice. STATE MEDICINE deals with the compulsory legal duties ofmedical officers and practitioners as also the notification of births,deaths,epidemics, food poisoning etc.FORENSIC SCIENCES on other hand deals with scientific aspectsof a criminal investigation. Forensic scientists conduct tests on forensicevidences collected from scene of crime/accidents and give opinion in thisregard.
The department of FORENSIC MEDICINE AND TOXICOLOGY GMC,has always been on the forefront indealing with MEDICOLEGAL ISSUES of the state, inspite of facing acute dearth ofFORENSIC EXPERTS.
Besides referred cases of suicide,Homicide , custodial deaths,death inpolice firing, bomb/ grenade blasts,accidents, medical negligence deaths,exhumations , Services of the department are often sought by the Directoriate of Health services in the conduction of various high profile autopsies, custodial deaths and exhumations .
DNAsampling for indentification of unknown bodies , paternity disputes is also under taken by thedepartment. The department of Forensic Medicine& Toxicology evolved with the inception of G.M.C SGR. In the Year 1961. The department at time was headed by
1.Dr. Bashir Jeelani . He was subsequently followed by 2. Prof. Surender Tickoo 3. Prof. Balbir kour. 4. Dr Rifat Fazili
Currently ,the department is headed by Dr. Farida Noor. In addition , the following teaching staff in the department are :-

Extraction of DNA from fixed human tissues, resourceful matieral for identification interns are posted in the department on rotation basis . Medico- legal cases seenby them are the discussed in thedepartment.
Academic Activities: Theoryclasses and practical demonstrating are held for under graduate students as perMCI norms . Regular internal assessmentof the students is held in the form of : terminal examination & quizes.
Regular classes and practical training is carried on for INTERNS who are postedin the department/ casuality for aperiod of 2 weeks as a part of Rotatory intership progamme.
Besides undergraduate teachingthe department is involved in holding CME’S ANDWORKSHOPS: 2013 1.A workshop was held for doctorsworking with diretorate of health in collaboration witj NRHM. Topics coveredwere: A) LEGAL ASPECT OF Exmination ofsexual assault victim. B) Forensic Toxicology. C) Do’s and Dont’s of handling MEDICOLEGAL AUTOPSIES. D) CLINICAL FORENSIC MEDICINE.
2. CME on “EXAMINATION OF A VICTIM OF SEXUAL ASSAULTAND MEDICOLEGAL ASPECTS IN GYNEACOLOGICAL PRACTICES’.
3. Training of doctors and paramedics on yatra duty in “CONDUCTION OFAUTOPSIES” and “EMBALMING”.
4. Orientation of newly directlyappointed DISTRICT & SESSION JUDGES in ‘MEDIOCOLEGAL ISSUES” as a part of“INDUCTION TRAINING COURSE”.( 2 days)
5.CME on ‘ MEDICAL ETHICS”, deliveredby Prof. Shokat Ashai,Ex. Faculty Jhon Hopkins University USA. 6.Delivered a series of lectures LLM STUDENTS OF ‘CENTRAL UNIVERSITY OFKASHMIR”on various topics in ‘FORENSIC SCIENCES’ as a part of their curriculum.

Infrastructure and main Highlights of the Departments
INFRASTRUCTURE and MAIN HIGHLIGHTS OF THE DEPARTMENT: There is a MUSEUM in the department containing about 100 poisions , wet specimen, mounted and un-mounted specimens,weapons, skeleton models – firearm and spent cartridges .
The LIBRARY is well –equippedwith books related to Forensic Medicine its branches for both undergraduates & postgraduates . time &again , it is updated with latest national& International journals
The department has set up a new MORTUARY for conduction of Autopsies Recent addition to the mortuary is: 1. Autopsy table 2. Portable x- ray machine. 3. 4 Body storage cabinet.
Thedepartment is working to set up a Toxicological lab and a DNA SAMPLINGROOM for which space has been allotted. The department at present are conducting Autopsies at PANTHACHOK MORTUARY and LINES MORTUARY. EXUMATIONSare being carreid by the department on regular basis. DNA SAMPLING cases related to DISPUTED PATERNITY AND UNIDENTIFIED INDIVIDUALS in Kashmir are all carried out in the department.
